New ICT policy unveiled in Andhra Pradesh

HYDERABAD: The cabinet on Thursday approved the Information & Communications Technology policy 2010-2015 that aims at providing gainful employment to educated rural youth, ensure an overall balanced socio-economic growth apart from encouraging women in a big way.

IT minister Komatreddy Venkat Reddy said the objective of the ICT policy was to reach an export target of Rs 70,000 crore by 2015 at an annual growth rate of 17% and creation of more than 6.25 lakh jobs (1.25 lakh direct and 5 lakh indirect employment).

The IT minister said the areas/sectors that have been identified for active promotion in the present policy, apart from the general IT and ITES industry, are start-up companies, small and medium enterprises (SMEs), women entrepreneurs, IT product/R&D companies, SC/ST entrepreneurs, animation-gaming-digital entertainment, engineering services, tier II and tier III locations, promotion of women in the ICT sector, electronic hardware (non-hazardous), promotion of IT incubation facilities at engineering colleges, corporate social responsibility and various e-governance initiatives.

He said exclusive towers would be constructed in earmarked SEZs in Hyderabad and Visakhapatnam to encourage small and medium enterprises. IT secretary Ratna Prabha said in order to promote the state as an ideal investment destination, the government plans to provide industry-grade skill upgradation and training to students to suit the requirement of industry and widen the scope of ICT base by encouraging new verticals such as animation, gaming & digital entertainment, IT products and services in engineering, retail, health management, power and telecom sectors.

Some of the initiatives that would be continued include; the relaxed eligibility criteria for allotment of land, reimbursement of certain portion of lease rentals, 100% reimbursement of stamp duty, transfer duty and registration fee, 25% subsidy on power bills for a period of three years or Rs 30 lakh whichever is earlier for SMEs and 50% subsidy on power bills for a period of five years or Rs 50 lakh whichever is earlier for SC/ST entrepreneurs.
